Japanese police detective Saburo Fujioka is suspected of corruption, demoted, and sent to the city of Kojin. Kojin is the scene of fierce fighting between rival gangs. Fujioka is assigned to investigate the death of the wife of gangster Tetsuo Maruyama of the Kozuka gang, probably at the hands of one of the Oka gang. During a gang gunfight, Maruyama is rescued by Detective Fujioka and the two become friends. But Maruyama insists on avenging his wife's murder, even if it means conflict with his new friend.

Vlasta Burian appears in a town of Czarist Russia impersonating an Inspector General, and he is entertained lavishly by the local political-hacks and peasants seeking his favor for whatever they are advocating or need fixed. Burain is involved in a series of comical situations as he takes everything he can gets his hands on while the peasants, who must plead for the betterment of their conditions, are left on the outside-looking-in. Three witnesses, including Helen, identify thug extraordinaire Leo Gaut as being the dead crook's trigger-happy colleague. Gaut soon threatens the three witnesses, and only Johan, the badge-wearing hero, can save them.
